1. Has anyone tried having their Adwords account professionally managed? If you have, has it been a positive experience, produced an obviously greater ROI, been worth the cost, etc.?
2. Can you recommend someone for Adwords management? Most of the sites in the first page of google hits for "adwords qualified" looked pretty old skool and skeezy.
Also, I should mention that we're not looking for big SEO/SEM firms, just somebody smart to handle Adwords only.

Jonah,
I personally haven't had Adwords professionally managed. However, I think one of our 9rules experts at MindValley Labs or Richard at Apogee Web Consulting should be able to point you in the right direction.

Speaking as the president of one of those big SEO/SEM firms, I'd just say that it depends very much on your budget and goals. And your site.
To get the most out of having a pro manage your account(s), you want to:
1. Make sure that you can track which ads, keywords and search engines generate conversions (sales, leads, whatever your business uses). If you can't measure that, make sure the person you hire will figure that out. If they say they don't need to, fire them.
2. Give them specific goals: Tell them you'd like a 10% increase in your ROI, for example, or a cost per acquisition of no more than $3.
3. Meet with them regularly, but don't micro-manage. Have them get you a regular report showing how they're doing relative to their goals.
Keep those 3 points in mind and you should do OK.

I have used Leverage Marketing for ppc management. I got pretty good results, their ppc marketing dept manager john shaw is the best I have ever spoken to. If you call and ask for him he will let you bend his ear for a little while.

I'd suggest finding a company or individual consultant via either sempo.org or whoisagap.com who is in your area. Meet with them in person and check references. It's a bit like hiring an accountant to work on your taxes. Depending on your situation, it's sometimes more effective to hire a CPA while in other cases you're better off DIY.

through my experience I never recommend totally DIY. At least hire a certified professional to set up your campaign if you decide you don't want to pay a management fee.
They just have more experience than the typical business owner, ceo, etc. And you can learn quite a bit from using them for a month or two. Thats what I did.
