By the very fact you are members here suggests that you have a website or blog of some kind. A numer of you will have a well developed readership while others will still be in the throws of early development.
I am drafting out an idea for a site, the content for which would be constructed from articles by a series fo social commentators. These would be young people who have a sound aptitude for the written word and a keen interest in social issues.
Now, here's the stickler. Do you:
a) Seek you interested parties who are happy to contibute regularly (perhaps monthly) to the site, before a site has actually been made? This would give them not visible platform upon which to see how their content will be displayed, etc.
b) Design the site first, potentially encountering a problem whereby you have yourself a blank canvas yet no one to fill it.

I'd design it first. I don't know why, but it's just the way I work. I don't usually post until my design is completed, completed being defined as not needing any more tweaks for a year or so.
Then, and only then, do I concentrate on content.

I'd say define what you want your content to be, create a design that supports that focus then write some articles yourself.
It will be far easier to sell other parties on your project when they can see it.
